ci: bump actions/checkout + setup-node v4 → v5 - #1

Conversation
agent-rules-audit was the last flagship repo still pinning actions/checkout@v4 and actions/setup-node@v4; every other repo in the portfolio already runs @v5. Those @v4 majors run on the deprecated Node 20 runner and emit a deprecation warning on every CI run. Bumping both to @v5 clears the warning and brings this repo in line with the rest of the portfolio's standard. No workflow logic change; the SARIF uploader (codeql-action@v4, current major) is intentionally left as-is. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
